Is there a formulae to work out how much head skimming is required to make the correct size combustion chamber to get a desired compression ratio?

Looking to increase in compression ratio slightly

Basically, no. As there are different shapes of chamber a certain amount off one shape may remove more volume than the same amount from another shape.
The only way to do it properly is to set the head level on a flat surface and fill the chamber with the correct amount of liquid for the chamber size you require. Then using a depth mic measure down from the head face to the top of the liquid in the chamber. This will tell you how much you need to skim from the head to leave the required chamber volume.
