I would say as a start that ditch the twin carb plan and fit a decent HIF, plenty enough for a tuned 998. The head you want is a 12G295 (998 cooper and other) or a standard 12G940 (standard 1275), fopr this you will need to pocket the block (if you don't know search)

turbo 16v k-series 11.9@118.9 :)

I'd use the HIF44, as even if you cant get a turbo one, when you do turbo the lump, then you can convert it into a turbo carb. |

All standart A+ 998 appart from stage 1 kit.

It's videly known that 1.5 rockers don't work too well on small bores unless a very known/developed combo.
